D00-01-01 Why, When, and Whether

The purpose of the report (Why, When, Whether) is to highlight to the local Council the concerns that the IRC has about the use of volunteers who are stepping up to tackle a serious issue of litter and fly-tipping around Peterborough.

In the last six months of 2025, some 3000* plus bags of debris have been collected by volunteers (PLW), which, without such action, would have created an obvious potential Health and Safety concern for the general public.
