IRC Survey - FixMyStreet - Fly-tipping

The Bulletin B30-07-01 is a Presentation in preparation for further discussions with PCC. It demonstrates the issues across all Wards in Peterborough where residents report GENERAL FLY-TIPPING using the FixMyStreet App. The Bulletin also includes the reports submitted by the public for general fly-tipping in July, August and up to 15th September 2025. Any comments and ideas to help tackle fly-tipping would be most appreciated in order to provide

Feedback to the Council.

B40-01-00 Pest Invasion

The IRC wrote to the CEO of PCC about the growing number of RATS appearing across Peterborough back in March 2025 and have just received a reply :

Quote - Thank you for your email concerning the rat issues within the city. I have been asked to respond on Charlotte's behalf. Over recent weeks, we have been collaborating with our Environment Health colleagues to investigate this matter further.

Under the Prevention of Damage by Pests Act 1949, all landowners must keep their land free from rats and mice. However, this does not mean that every site where rats have been seen will require the deployment of bait traps, as these can pose risks to other wildlife and residents. Similarly, removing all harbourage is not always proportionate due to the significant landscape and environmental impacts. Nevertheless, some action may be necessary where evidence supports it.

For the Council to investigate  matters…

I think that asking the public to provide photgraphic evidence of rats is rather unrealistic. The speed with which rats move from one place of cover to another (especially considering the amount of overgrown bushes along the pathways and roads across Peterborough) makes it pretty difficult to capture them on camera. By the time you have got your phone ready to take a picture they have already gone. On this subject the council need to take reports from the public on face value. Most people have better things to do than waste their time generating "false" reports of vermin. If a member of the public reports seeing a rat(or rats) then let's assume that this is a genuine concern. Multiple reports will build up a history of hotspot areas.

D80-01-01 Litter on Roadsides

The question to the council officers is, “Why is this practice ongoing?”

Should a review of the current contract and procedures with Aragon Direct Services and other contractors take place to stop this practice in the future?

D30-02-01 Fly Tip Collecting

Fly tipping is collected by Aragon Direct Services, but in many instances, debris is sometimes left behind. This then requires more reporting by the public and another visit to

collect the remains.

D50-01-01 Drainage Cleaning

A question was raised by a member of the public to the council about the cleaning of drains on streets and highways, given that it appears that many such drains are showing signs of blockage through litter and vegetation growth.

D20-01-01 Public Waste Bins

The IRC recommend a radical reform of the use and location of Public Waste Bins across Peterborough. There are many places where public bins are either not used, overflowing or missing. This is general feedback from volunteer litter picking groups and individuals.

D09-01-01 IRC Website

The website is best viewed on a PC or Laptop, but is also accessible

on a smart device. The website has been built with a growing number of menu pages.

For example, the Group page has many Directives, Bulletins and Letters attached as PDF documents that you can read and provide comments on. Such feedback can be used at group meetings with the council and government officials.

D00-01-01 Why, When, and Whether

The purpose of the report (Why, When, Whether) is to highlight to the local Council the concerns that the IRC has about the use of volunteers who are stepping up to tackle a serious issue of litter and fly-tipping around Peterborough.

In the last six months of 2025, some 3000* plus bags of debris have been collected by volunteers (PLW), which, without such action, would have created an obvious potential Health and Safety concern for the general public.
