B10-01 Hot Spot Levelling

The IRC has received numerous reports and findings regarding ongoing issues of fly- tipping and heavy littering in North Ward and East Ward. These problems occur daily and are accompanied by anti-social behaviour, drug abuse, and frequent encampments in some locations. Local volunteer groups have been collecting thousands of bags of litter and various loose fly-tipped items, including bedding, bicycles, and clothing. These conditions pose a serious public health risk.

If a solution is not implemented, these issues will continue to drain valuable resources from the council and unnecessarily increase costs for taxpayers.

Therefore, the IRC is urging the council to take decisive action to prevent further deterioration of these areas. We aim to restore the locations identified in section 3 of this IRC Bulletin, making them safer and significantly reducing the financial burden on council taxpayers.

Opening up discussions

Now that the IRC is known to the Council and having a great amount of data and information that is based on the public interest in reducing the amount of litter and fly-tipping it is important to structure communications.


The wix platform provides a great method to file the data we produce not only to communicate with the Council but also the public.


With that in mind feel free to add you comments against each Letter , Bulletin or Directive group.

B20-02 Lamp Post Bins


The good news is that the council is not asking to remove the lamp post bins currently installed at Parnwell. The bad news is that there remains much argument and bureaucracy, and worries about these bags potentially causing problems in their management. It's as if the council accepts that littering is an issue, but has no finances or resources to solve the problem.

However, as discussed at the meeting of 15/4/25 with the Natural and Historic Environment Manager and Waste Project Officer of PCC, it was accepted that more bins are required in areas where litter is an issue that is currently being dealt with by volunteers placing bags in these areas.


This Bulletin, therefore, ties in with the Bin Reform Bulletin.
